NOTICE OF AVAILABILITY
Lea County, New Mexico, as the sponsor for Lea County Regional Airport (HOB), proposes the following improvements at HOB:
- Extend Runway 3-21 and parallel Taxiway D 602 feet to the southwest, which would increase the overall length of Runway 3-21 from 7,398 feet to 8,000 feet. The resulting new runway pavement would be marked with a 602-foot displaced threshold. As a result of the displaced threshold, the existing medium intensity approach lighting system with runway alignment indicator lights (MALSR) and precision approach path indicator (PAPI) would remain in their current locations.
- Acquire 63 acres of land to encompass the Runway Protection Zone, Taxiway Object Free Area, and relocated perimeter access road.
- Relocate the Runway 35 landing threshold 600 feet to the north and remove 600 feet of pavement to the south. An entrance taxiway would be constructed at the new Runway 35 end.
A Draft Environmental Assessment (Draft EA) has been prepared by Lea County to comply with National Environmental Policy Act (NEPA). The Federal Aviation Administration (FAA) is the Lead Agency under NEPA. The Draft EA was prepared in accordance with FAA Order 5050.4B, NEPA Implementing Instructions for Airport Actions, and FAA Order 1050.1F, Environmental Impacts: Policies and Procedures. A copy of the Draft EA is available beginning December 7, 2020 for public review during business hours at the Lea County Regional Airport Operations Office, 6601 W Carlsbad Hwy, Hobbs, NM 88240. The document will also be available for public review at: https://www.leacounty.net/p/departments/public-works/lea-county-airports
Interested persons are invited to submit comments regarding the document by mail. All written comments received will be addressed and the results will be included in the Final EA. Comments may also be emailed to: cneedham@leacounty.net. Comments on the Draft EA must be received no later than 5:00 pm Mountain Standard Time, January 8, 2021.
