1.       The Terms and Conditions will form part of the contract between the County and the successful bidder. Failure to comply with all of the Terms and Conditions may subject the offer to rejection.

 

2.       All bids will be sealed, addressed and delivered to: The Administrative Services Department, Lea County Courthouse, 100 North Main, Suite 11, Lovington, New Mexico 88260-4030. Please mark the outside of the envelope " BID #30 ". It is the bidder's responsibility to see that the bid arrives on time. Late bids, FAXes, telegrams or telephone bids will not be accepted.

 

3.       Each bidder is to submit its bid on the form provided. The form must be fully completed.

 

4.       All bids are FOB Lea County Courthouse, Lovington, New Mexico.

 

5.       The bid will exclude all State taxes. Nontaxable transaction certificates will be issued if requested.

 

6.       Any resident business registered with the State Purchasing Agent may list its Resident Certification Number.

 

7.       All bidders will be notified by letter of the Board's award.

 

8.       Final inspection and acceptance will be made at the destination. Any product rejected at the destination for non-conformance with specifications will be removed, at the Vendor's risk and expense, promptly after notice of rejection.

 

9.       The Bidder agrees that the product(s) furnished under this order will be covered by the most favorable commercial warranties given to any customer. Bidder agrees not to disclaim warranties of fitness for a particular purpose or merchantability.

 

10.     Bid specifications indicate the minimum standard of quality, performance or other pertinent characteristics required. All items equal or exceeding these specifications will be considered. All options, variations or exceptions to specifications must be listed.

11.      All bid items are to be new, unless otherwise specified as an exception.

 

12.      The County reserves the right to waive technical irregularities in the form of the offer which do not alter price, quality or quantity, and to reject any or all offers when it is in the best interest of the County to do so.

 

13.      In signing this bid, the Vendor certifies that there has been no direct or indirect action in restraint of free competitive bidding in connection with this bid submitted to Lea County.

 

14.      The Lea County Procurement Policy and the New Mexico Procurement Code, 13-3/4-28 through 199, NMSA, 1978, will apply to this procurement and prevail over any inconsistent terms and govern all interpretations of contract documentation. In addition, criminal laws prohibit bribes, gratuities and kickbacks.

         

15.      The County’s policy on requests for copies of bid/proposal information is as follows:

     

           a.        Terms and Specifications are available at no charge to vendors who will be responding directly to bids or proposals.

     

           b.        Submit a written request detailing what information you would like to receive.

     

           c.         There will be a charge of $1.00 per page by check or money order made payable to Lea County at the following address:

Lea County is seeking bids for one (1) new 08/09 6x4 truck with pressurized spray system to pull existing 120 barrel water tank. The truck must equal or exceed the following:

 

      

MINIMUM REQUIREMENTS

      

GVWR:

         52,000 lb. (80,000 GCWR), 82 MPH calculated minimum gear speed

         40,000 lb. walking beam rear axle/with bronze center bushings or equivalent

         14,000 lb. non-driving, wide track, I-beam front axle

 

ENGINE:

         Meets all current Regulations/Federal Emissions

Wet sleeve diesel, 410 HP minimum, 1550 lb. torque @ 1200 RPM, 2100 RPM governed speed

         Dual air filters (inner/outer) with in-cab air restriction indicator

         Plug in block heater, 120 volt, 1500 watt minimum

         Intake electric heat grid for cold starting, 12 volt system

         Magnetic engine oil drain plug

         Fuel/water separator with Water in Fuel Sensor

HYDRAULIC SYSTEM:

         PTO drive to have a wet kit (minimum 30 gpm hydraulic pump assembly) with hydraulic

        pressure relief valve mounted on truck and returning to hydraulic tank and hoses /

        quick connects to trailer to rear for operating water pump by labeled on/off air operated

        switch in cab.

         Hydraulic reservoir rank to be steel, minimum capacity of 50 gallons, include proper

        suction screen / spin on filtering and have sufficient oil capacity to prevent overheating

        during extended pump operation.

 

EXTRA LIGHTING:

         Amber 60" of wider light bar with dual (2) amber and dual (2) integral rear work lights

         installed on cab, with a 6" oval amber (Federal Signaltech) P/N 607101-02 flashing

         Need addition of two (2) air operated, 3" pressure fan nozzle spray heads, with

         horizontal, adjustable spray pattern mounted at rear right / left corners of trailer, and

         one (1) air operated, pressure side discharge, vertical adjustable 3" spray nozzle,

         mounted mid tank height, to side of ladder on driver side, one (1) manual operated,

         brass, full opening 3" valve in pressurized system with 3" brass male cam lock, one (1)

         manual operated, brass, full opening 3" valve with 3" female brass cam lock on suction

         side to load trailer, and one (1) 2" brass ball valve at rear sump to drain tank. Provide

         one (1) 3" suction hose foot valve P/N 1535 with 3" brass female cam lock connection

         for suction hose.

         Connection work in pressurized / suction system to be steel, 3" schedule 40 pipes (no

         hoses) with Victaulic connections. All added plumbing / fabrication to be painted and

         match color on tractor / trailer. Air supply (on/off/independent valves) is to be plumbed

         into cab with five (5) labeled, air shift type valves and color-coded quick connect type

         connections to trailer for operation of water discharge.

 

 

HOSE REEL:

         Hose reel to be installed on rear of trailer with proper reinforcement, and include electric

         12 volt rewind; fifty feet 1-1/2" redline hose, ball valve shutoff before reel, with

         adjustable brass fog nozzle and brass straight stream nozzle. The nozzles shall have

         1-1/2" brass female cam lock connections, and the hose shall have a 1-1/2" brass

         male cam lock connection.

 

TRAILER:

         2000 year model 120 bbl. tanker trailer, VE Enterprises manufacture, model EV-120,

condition of new, is located at Lea County Road Yard and is accessible as needed for fabrication needs of vendor of truck and trailer combination. No fabrication allowed

on main tank interior / exterior surfaces due to coating durability. All changes to rear

         exit ports on tank to be returned to existing condition on coating. All real fabrication

         on trailer shall return unit to ICC and DOT specifications as needed such as bumper,

         lighting and reflectors. All lighting replacement in fabrication areas will be updated to

         LED corrosion resistant units.

 

WARRANTY:

         Minimum of 3 years bumper to bumper warranty on truck/warranty and operator manual

         to be provided at delivery FOB Lea County Road Department

 

 

 

MISCELLANEOUS:

         All fluid levels to maximum capacity-FULLY SERVICED.

         One Master Service Manual (shop grade) or CD/DVD/ROM per truck with actual

        information related to that truck to be provided
